42% of occupied Reading homes heat with fuel oil (about 4,088 homes, margin of error about ±412), against 22.4% for Massachusetts. Your electricity is supplied by Reading Municipal Light Department (RMLD), a municipal light department, so the Mass Save heat pump rebate does not apply to you as an oil customer.
Reading has roughly four thousand oil-heated homes, and about half of all homes were built before 1960, so air leakage and thin insulation are the likely first problems. Reading is served by its own municipal light department, which runs its own programs.

What applies in Reading
Reading Municipal Light Department is not part of Mass Save. Mass Save’s heat pump rebate is for customers of Cape Light Compact, Eversource, National Grid and Unitil. Start with Reading Municipal Light Department for rebates and loans, then use the rest of this site for the weatherization, panel and quote steps.
- RMLD lists heat pump rebates and a 0% loan for customers who heat with oil, propane or electric resistance, plus a panel upgrade rebate (see the RMLD page for current amounts).
- Source: RMLD rebates. Read directly on rmld.com, October 2, 2026. The page footer says amounts were last updated December 20, 2024, so confirm with RMLD.
- The state’s municipal light plant zero-interest loan for customers who do not heat with gas was described as launching in 2026 (per Concord Municipal Light Plant). Ask your light department whether it is live.
Estimate your Reading home
The calculator below starts with Reading Municipal Light Department (RMLD) as your utility and the state’s latest average oil price. Replace the defaults with your own gallons and bill. We do not have a town-level oil price; the DOER survey is statewide.
Your oil bill vs a heat pump: an estimate
Change anything. Every input has its source underneath, and every output is an estimate, not a quote.
Cumulative cost, prices held flat at today’s levels. Real prices will move.
Heat is converted at 138,500 Btu per gallon of heating oil and 3,412 Btu per kWh (EIA Btu conversions). Last winter’s $4.09 is DOER’s 2025/26 season average. The 0% HEAT Loan (up to $25,000, Mass Save: 0% financing) is not subtracted. Weather, usage and prices change, so actual results will differ.
